【摘要】 浙江丽水在因地制宜制定帮扶标准和动态统一管理帮扶对象的基础上,探索出保险保障、金融助力、城乡互通的减贫防贫与发展模式,在相对贫困、瞄准协同、稳定脱贫、内生动力、城乡一体等共性问题和前瞻性问题上进行了探索和创新。浙江丽水扶贫改革试验的主要经验和启示,一是精准识别贫困群体,因地制宜及时延伸帮扶对象范围,二是动态统一认定帮扶对象,实现多部门的政策瞄准协同,三是注重防范贫困风险,创新机制增进防贫脱贫的稳定性,四是完善帮扶手段措施,激活困难群众的内生发展动力,五是协调推进各项改革,增进城乡减贫与发展的一体化。更多还原

【Abstract】 Lishui, a poor area in Zhejiang Province, set up a standard for poverty assistance and a dynamic,unified management system of the targeted poor population in light of its local conditions. And on this basis, Lishui has developed a poverty alleviation model combining prevention and reduction efforts with economic development,which incorporates insurance protection, cooperative financial support and urban-rural integration. They made explorations and innovations in several common and forward-looking issues, including relative poverty, targeted collaboration, sustainable performance of poverty alleviation endeavors, endogenous impetus to eliminating poverty,and urban-rural integration. The experiences and insights from Lishui’s endeavors can be summarized as follows:a) identify accurately the poor group and adjust the poverty line timely in light of the local conditions to cover all the targeted; b) ascertain the targets of poverty assistance in a dynamic and unified manner to achieve multisectoral policy targeting synergy; c) guard against poverty risks and innovate the mechanisms to enhance the results of poverty alleviation endeavors; d) improve the assistance means and measures to activate the endogenous power of the people in need; and e) coordinate and advance reforms in different fronts to promote rural-urban integration for poverty alleviation and economic development.更多还原
