【摘要】 高校高层次人才流动从人力资本形成理论看是有其合理性的,但是由于人才流动中交易各方机会主义行为的存在,在人力资本产权保护制度不完善、以"帽子"为主要内容的评价导向、地方政府职能错位等因素的影响下,引发了某种程度的无序流动问题,治理高校高层次人才的无序流动,需建立健全高校人力资本产权的保障机制、切实转变政府职能、提高高校高层次人才引进管理的能力和水平。更多还原
