【摘要】 目的:比较系统管理模式和传统经验管理模式在基层卫生适宜技术全覆盖推广实践中的管理成效。方法:选取县域内4家医联体和8家非医联体单位的社区(含所属村服务站)分别作为实验组和对照组。实验组采用系统管理模式,即联合体管理理念下进行参与式的目标管理方法、5W2H的管理模型、规范的管理制度、PDCA的管理工具、流程化的管理程序等;对照组采用非联合体管理理念下的传统经验式管理模式。结果:实验组的推广应用案例数、制度满意度明显高于对照组,差异有统计学意义(P<0.05)。结论:基层卫生适宜技术推广采用系统化管理模式,在管理理念、管理方法、管理模型、管理制度、管理工具、管理程序等方面均要同质化和精细化管理,强调团队合作,是决定二级推广能否有成效的关键因素。更多还原

【Abstract】 Objective To compare the management effectiveness of the system management model and the traditional experiential management model in the whole coverage practice of the appropriate technology in grassroots institutions.Methods The communities of 4 health alliances and 8 non-health alliances were selected throughout the county(including the village service stations)respectively as the experiment group and the control group.The experiment group adopted the system management mode,including the participatory target management method,the 5 W2 H management model,the standardized management system,the PDCA management tool,the process management procedure,etc.The control group adopted the traditional experiential management mode.Results The number of application cases and satisfaction with the system in the experiment group were significantly higher than those of the control group,and the difference was statistically significant(P<0.05).Conclusions As for the promotion of appropriate technology in grassroots institutions by system management model,it is vital to carry out the homogeneous and meticulous management in the aspects of idea,methods,model,system,tool,and procedure,and to emphasize teamwork,which are the key factors for the successful secondary promotion.更多还原
