【摘要】 目的:分析福建省2009-2016年基本医疗保障制度对农村老年人疾病经济负担的影响,为提高农村老年人医疗保障的受益水平和加强农村老年人的医疗保障能力提供科学依据。方法:运用描述性统计学方法对2009-2016年基本医疗保障制度数据、福建统计年鉴(2010-2017)进行分析,研究基本医疗保障制度对老年人疾病经济负担降低情况。结果:2009-2016年福建基本医疗保障制度中农村老年患者人均补偿费用增长率高于人均住院医疗费用增长率;人均住院自付费用占人均纯收入近一半,占家庭年收入比仍超10%;政策范围内自付部分费用占自付总费用平均占比56.78%;范围外费用中药品费的占比最高(38.6%)。结论:基本医疗保障制度对老年人的保障程度越来越高,但疾病经济负担仍然较大,主要来源于政策范围内自付部分费用以及政策范围外药品费。更多还原

【Abstract】 Objective To analyze the impact of basic medical insurance system on medical economic burden of the rural elderly in Fujian Province from 2009 to 2016,and to provide scientific basis for improving the benefit level of the rural elderly medical insurance and strengthening the medical support capability of the rural elderly.Methods The descriptive statistical method was used to analyze the data of the basic medical insurance system from 2009 to 2016 and the Statistical Yearbook of Fujian(2010-2017)for the study of the reduction in medical economic burden of elderly patients.Results The average growth rate of per capita compensation expenses of the rural elderly patients was higher than that of the per capita hospitalization expenses during 2009-2016.The per capita out-of-pocket hospitalization expenditure accounted for nearly half of the per capita net income,and over 10% of the household annual income.The out-of-pocket expenditures of drugs embodied in the list in accordance with policies accounted for 56.78% of the total cost.And the out-of-pocket expenditures of traditional Chinese drugs accounted for the highest proportion of costs for all the drugs which should be paid all by the patients themselves(38.6%).Conclusions The basic medical insurance system provides more and more benefits for the elderly patients,but the economic burden on the patients is still relatively heavy,which is mainly due to the out-of-pocket costs for drugs.更多还原
