【摘要】 药品作为特殊商品的专属性、两重性、限时性、无价性四大质量属性,及由此而希望达到的"三效、三小、五简便"的质量目标,准确体现了国际标准化组织(ISO)对质量的定义,道出了药学研究的真谛,若再赋予新的含义,可否成为我国药品质量管理的科学理念,成为药学工作者的事业目标。对如何践行药品管理法立法宗旨之思考,以药品管理法将保证药品质量放首位为由,对什么是药品,什么是药品质量,如何才能保证药品质量,怎样保障人体用药安全、维护人民身体健康和用药的合法权益等提出了一己浅见。医药产业是一系统工程,唯有各方从业者都以药品管理法立法宗旨为己任,各司其职、各负其责,严格把控;不忘行业初心,牢记行业使命,遵循各自学科的客观发展规律,心存敬畏;善于学习,激发独立、自主创新潜意识,用优质的工作来保证产出优质的药品,方能使医药行业处于稳健发展的新常态。更多还原

【Abstract】 Drug is specificity as a special commodity, duality, time limit, priceless four big quality attributes, and hence the desired "three curative effect, three small, five simple" quality objectives, accurately reflected the(ISO) definition of quality, revealed the essence of pharmaceutical research, if we give a new meaning, whether it can become the scientific concept of drug quality management in China, whether it can be medicine worker’s career goals ? Thinking about how to implement the legislative purposes of the drug management law, and considering that the drug management law will give priority to ensuring the quality of drugs, what are drugs, what is drug quality, how can we ensure the quality of medicines, how to protect the safety of human medication, protect people’s health and the legal rights and interests of drug use have been put forward. The pharmaceutical industry is a systematic project. Only the practitioners of all parties take the legislative purposes of the pharmaceutical management law as their own responsibilities, and each performs his own duties and responsibilities and strictly controls them.
