【摘要】 目的基于制度伦理的视角,深入了解京郊社区医务人员的服务行为和服务态度现况,探究现行卫生管理体制机制对其服务行为和服务态度的影响。方法在北京市选取M区和H区两个远郊区,按比例分别分层抽取10个乡镇。在每个乡镇的社区卫生服务中心内抽取15~20名全科医生和专科医生进行问卷调查,累计调查185名社区医务人员。结果取消收支两条线管理制度、绩效考核制度和薪酬激励机制对社区医务人员的服务行为、服务态度均有影响,进而影响其职业道德。结论卫生管理制度本身要具有合伦理性,逐步完善绩效考核制度、薪酬激励机制可有效提高社区医务人员的服务水平,改善其服务态度。更多还原

【Abstract】 Objective: Based on the perspective of institutional ethics,to deeply understand the current status of service behaviors and service attitudes of medical staff in the Beijing suburb community,and explore the impact of current health management system mechanisms on their service behaviors and service attitudes. Methods: In Beijing,two remote suburbs of M and H districts were selected and 10 townships were selected by stratification. A total of 15 to 20 general practitioners and specialist doctors at the community health service centers in each township were selected to conduct a questionnaire survey and a total of 185 community medical staff were surveyed. Results:The elimination of the management system of income and expenditure,the performance appraisal system and the compensation incentive mechanism had an impact on the service behavior and service attitude of community medical staff,and thus influenced their professional ethics. Conclusion: Health management system must be ethical itself.Gradually perfecting the performance appraisal system and the compensation incentive mechanism can effectively improve the service level of community medical staff and perfect their service attitude.更多还原
