【摘要】 特色小城镇是我国经济新常态下小城镇发展转型的必然选择。科学合理评价特色小城镇发展建设水平既有益于剖析现状中的主要问题,对未来发展建设又具有积极的理论指导意义。本文立足于目标导向、问题导向和特定理论相结合的"生产、生活、生态三生融合"视角,构建出一套特色小城镇发展水平评价指标体系,以浙江省第一批国家级特色小城镇为例进行检验。结果表明这些特色小城镇的生产、生活和生态发展水平特征不同,存在的问题也不相同,应针对其发展特色做出差异化对策建议以推进其健康稳定发展。该指标体系构建的思路和方法可为我国其他省份特色小城镇发展建设理论研究和实践指引提供借鉴。更多还原

【Abstract】 It is the inevitable trend to develop characteristic small town under new normal economy in China. Thus, scientifically and reasonably assessing developing status of characteristic small town is important both in empirical implementation and theoretical research. The objective of this study is to develop a new set of indices suitable for characteristic small town development, based on the conceptual framework of "production, livelihood and ecological environment integration". The characteristic towns of the first round in national level in Zhejiang province were selected as study case. Results show that eight characteristic towns in national level can be divided into three groups, which have different characters in developing path and existing problems; accordingly, the suggested countermeasures are varied. The idea of the assessment indices developed in this paper not only benefits generating proper assessment indices suitable to other provinces according to their local circumstances; but also enriches theoretical research and strengthens practical guidance of characteristic small town development of China.更多还原
