【摘要】 首先定义卫生信息政策的内涵和范围。在此基础上,结合政策基本属性及卫生信息政策特性,从政策主体、政策内容和政策效力3个维度构建卫生信息政策体系框架,阐述该体系框架具有可适应不同场景下的政策分析需求的特点。最后选取上海市、武汉市、成都市3地作为地方性政策来源,将2016年不同层级政策主体发布的56项卫生信息相关政策纳入体系框架图进行分析。通过政策点在体系框架中的密集程度来分析政策现状,进一步指导政策制定。结果表明:国家部委机关在卫生信息化进程中起主导作用;部委和地方性政策绝大部分集中在卫生信息组织层面,产业和社会层面的规划计划相对较少。更多还原

【Abstract】 With the rapid development of health information construction in China, it has become more important to hold the framework of health information policy system. This paper firstly defined the meaning and scope of the health information policy, on basis of which, it build a health information policy framework from the three dimensions, policy subject, policy content and policy effect, combined with the nature and characteristics of health information policy. The framework was adapted to different scenarios of policy analysis needs. Further more, this paper collected 56 health information related policies released in 2016 at different administrative levelsand put into the framework for analysis. Shanghai, Wuhan Hubei,Sichuan Chengdu were selected as the sources of local polices. By analyzing the density of the policy point in the framework, we can quickly grasp policy status for further policy-making. The result showed that the ministries and commissions played a leading role in the process of health informatization; most of the ministries and local policies are focused on health information organizational level while relatively few on industrial and social level.更多还原
