【摘要】 以"供给侧结构性改革"论述为理论工具和切入点,提出卫生服务体系也和经济领域改革一样,需做好"加""减""乘""除"这一"四则运算"。认为卫生服务体系供给侧的核心措施是做"加法",包括提高基层卫生机构的服务能力、全方位全周期保障人民健康、发展健康产业;必要措施是做"减法",包括降低获得单位健康结果的卫生费用、限制大型公立医院业务范围;创新措施是做"乘法",包括推进"互联网+医疗健康"建设、提高卫生服务质量;保障措施是做"除法",包括指清除无效的卫生服务供给、清除卫生服务体系发展的"拦路虎",为"健康中国"战略的顺利前行扫清障碍。更多还原

【Abstract】 It takes the discussion of "Supply-side Structural Reform" as theory tool and entry point. It puts forward that health service system is same as economic field reform,needs to do "Elementary Arithmetic" like "Add", "Subtract", "Multiply"and "Divide"well.
