【摘要】 中国特色社会主义进入新时代,实现地方平衡发展是适应社会主要矛盾转化、坚持执政为民、优化执政环境的必然要求。从利益关系视角观察,改革开放进程中地方发展不平衡的问题主要表现在区域非均衡发展、阶层分化与贫富差距加大、地方发展"内轮差效应"等情况。党和政府应当致力于优化地方博弈关系,建立区域合作发展机制;推动人民共建共享,促进各阶层利益均衡;实现地方公共决策民主化公开化,优化地方政治社会环境;完善绩效考核机制,激励地方领导干部坚持新发展理念,从而营造动态的、和谐有序的经济社会均衡。更多还原

【Abstract】 As Socialism with Chinese characteristics has entered a new era,the realization of the local balanced development is the inevitable requirement of adapting to the main contradiction of society,insisting on governing for the people and optimizing the governing environment.As studied form interest relationship,the problems of unbalanced development in the process of reform and opening up included the situation of regional unbalanced development,stratum polarization and widening gap between the rich and the poor,local development "inner wheel difference effect"and so on.The Party and government should strive to optimize the local game relationship and establish a regional cooperative development mechanism.They should promote the people contribute to and gain from development and promote the balance of interests of all sectors.It is necessary for the local government to make their policy be democratic and public,and optimize the local political and social environment.Improving the performance assessment mechanism can encourage the local leaders to adhere to the new development concept,so as to create a dynamic,harmonious and orderly economic and social equilibrium.更多还原
