【摘要】 美国政府购买学前教育服务的举措,已经成为国际学前教育领域内的重要特色,并且起到了对于贫困家庭的孩子顺利入学不可替代的作用。本研究试图对美国政府以直接和间接购买学前教育服务的两大形式进行介绍,并从学位购买、教育券发放、开端计划及附属项目等具有代表性的举措进行分析,进一步明确各相关利益主体在购买学前教育服务中的权责情况。基于此,从以政府支持为主兼顾购买服务、逐步推进学前教育一年义务制度、兼顾政府调控与市场竞争的格局、人口高峰之时用购买学位来节约资源、鼓励多方利益主体参与学前教育评估等途径,促进上海市学前教育朝着兼顾本土化与国际化的方向发展。更多还原

【Abstract】 Absrtact:The American government’s purchase of preschool education services has become an important feature in the field of international preschool education and plays an irreplaceable role in the smooth enrolment of children from poor families.This study attempts to introduce the two major forms of direct and indirect purchase of pre-school education services by the US government,and analyzes the representative initiatives such as degree purchase,education voucher distribution,head start and ancillary items.The rights and responsibilities of the relevant stakeholders in the purchase of preschool education services are further clarified.Based on this,this study puts forward some suggestions for promoting the development of preschool education in Shanghai from the following five aspects,which are as follows:supported by the government and supplemented by the purchase of services,implementation of the one-year compulsory system of preschool education,combination of government regulation and market competition,to save resources by buying degrees at the height of the population,encourage multi-stakeholder participation in pre-school education assessment,and to promote the development of Shanghai preschool education towards localization and internationalization.更多还原
