【摘要】 目的:探讨我国全民医保制度实施的优先策略及路径。方法:以专家访谈和文献分析为基础,利用自行设计的调查问卷开展全民医保优先策略问卷调查,并用因子分析法对全民医保实施路径开展研究。结果:实现全民医保战略目标的优先策略排名前三的是优先完善各个医保制度内部的制度公平性;优先解决三医联动问题,为深化改革提供外部保障;优先扩大医保覆盖的高度,抵御疾病经济风险能力。对9项策略进行因子分析得出三个公因子,分别是医保制度设计优化,医保制度管理优化以及卫生体制系统优化。结论:要实现全民医保的战略目标不能单纯的优化设计医保制度,要从宏观的角度和整个市场环境客观出发,卫生系统相互配合制约共同实现全民医保。据当前的形式和迫切的发展需求,逐步的有层次的推进和解决目前我国医疗保障所存在的问题。更多还原

【Abstract】 Objective: To explore the priority strategy and path of the universal health insurance system. Methods: On the basis of literature analysis and expert interview, using self-designed questionnaires to carry out the universal health care priority strategy questionnaire, using factor analysis method for universal coverage path to carry out the research. Results: The top 3 priority strategies to achieve the goal of national health insurance strategy were to give priority to improving the system fairness within each health care system. It would give priority to solve the problem of medical linkage and provide external guarantee for deepening reform. Priority should be given to expand the coverage of health insurance to protect against disease and economic risk. The factors of 9 strategies were analyzed and 3 common factors(namely, the optimization of health insurance system design, the optimization of medical insurance system management and the optimization of health system system) were obtained. Conclusion: In order to realize the strategic target of universal health care, it could not simply design the system of health care. The health system should cooperate to achieve the universal health care based on the macroscopic Angle and the whole market environment objective.
