【摘要】 经济与生态的协调发展,仍是困扰我国经济高质量发展的一个重要问题。环境规制对产业生态化效率的影响存在区域差异。从此视角出发,运用非期望产出的SBM模型测算中国30个省(自治区、市) 2003-2015年的产业生态化效率值发现,东、中、西、东北各区域效率均值均逐年下降,但区域间水平差异较大,东部为高效率集中区域。采用时刻固定效应模型测算环境规制的行政监督、公众监督、市场监督及支撑强度对东、中、西、东北各区域产业生态化效率的作用程度,其中创新性考虑行政监督滞后性,发现除西部外,排污费的征收均不利于各个地区产业生态化效率的提高,而以工业污染治理投资为代表的市场监督强度仅对西部有消极影响;环保支撑强度对西部的产业生态化效率有促进作用,而对东部有消极作用;公众监督强度对中、西部的产业生态化效率具有积极作用;滞后一期的行政监督强度阻碍了东北地区的可持续发展。更多还原

【Abstract】 Firstly,this paper uses the undesired output SBM model to measure the industrial ecological efficiency values of 30 provinces( autonomous regions and municipalities) in China from 2003 to 2015. The average efficiency of the east,central,west and northeast are all decreasing year by year. There are large regional differences in the value of industrial eco-efficiency,of which the eastern region is a highly efficient and concentrated region. Then,this paper employs the fixed time effects model to examine the effect of the environmental administrative supervision intensity,public supervision intensity,marketing supervision intensity and supporting intensity on the industrial eco-efficiency in east,central,west and northeast China,with provincial-level data during 2003-2015. Among them,the administrative supervision is lagging behind innovatively,and it is found that except for the western region,the levy of sewage charges is not conducive to the improvement of industrial ecological efficiency in the four regions. It imposes sewage charges on enterprises,directly occupies the expansion of production and generates profitable investment funds,and then impedes sustainable development. What’s more,investment in industrial pollution control,as representative of the intensity of marketing supervision,has a negative impact on the western region. In addition,the intensity of environmental support has a negative effect on the eastern region,but it has a positive relationship with the efficiency of industrial eco-efficiency in the western region. Otherwise,the intensity of public supervision positively effects the western and central region’s industrial eco-efficiency. However,the intensity of administrative supervision that lags behind impedes the sustainable development in the northeast.更多还原
