【摘要】 京津冀冰雪体育公共服务协同供给是降低行政成本,提高服务效率,破解京津冀区域内体育公共服务非均等供给难题的重要举措。采用文献研读、专家咨询、实地调研等方法,基于协同学的协同效应、役使原理、自组织原理等核心理论观点,系统审视了京津冀冰雪体育公共服务协同供给的内涵及现状,认为京津冀冰雪体育公共服务协同供给的内涵包含冰雪体育信息资源的协同整合,政府体育部门的协同管理,协同供给的方式除了合作还应倡导"良性竞争"3个层面。目前,京津冀冰雪体育协同供给存在区域协同"共同体"尚未真正建立、区域协同动力不足、区域协同深度不够、区域协同机制缺乏等现实困境。针对现存困境及制约因素,提出京津冀冰雪体育公共服务协同供给路径,即构建京津冀体育公共服务区域"协同共同体";破除行政区划壁垒,为三地同谋共划、协同发展增添动力;搭建京津冀冰雪资源信息服务平台,推进三地深度协同;构建京津冀冰雪体育公共服务协同供给长效推进机制,旨在为区域体育协同发展总结经验、提供参考。更多还原

【Abstract】 The coordinated supply of the Beijing-Tianjin-Hebei ice-sports public service is a necessary way to reduce administrative costs,improve service efficiency,and solve the problem of uneven supply of sports public services in the Beijing-Tianjin-Hebei region. The research used literature research,expertconsultation,field research and other methods,based on the core theoretical viewpoints such as synergy effect of synergy,principle of mission,and self-organi-zation principle,systematically examined the connotation and current situation of the coordinated supply of public services in Beijing-Tianjin-Hebei snowsports. The connotation of the collaborative supply of Beijing-Tianjin-Hebei snow sports public service includes:collaborative integration of ice and snowsports information resources;collaborative management of government sports departments;collaborative supply,in addition to cooperation,should also advo-cate"benign competition"and other three Level. At present,there is a real dilemma in the coordinated supply of Beijing-Tianjin-Hebei ice-snow sports,suchas the regional synergy"community"has not been established,the regional synergy is insufficient,the regional coordination depth is not enough,and the re-gional coordination mechanism is lacking. Finally,aiming at the existing dilemmas and constraints,the cooperative supply route of Beijing-Tianjin-Hebei ice-sports public service is proposed:To construct the"collaborative community"of the Beijing-Tianjin-Hebei sports public service area;To break down the admin-istrative division barriers and to coordinate with the three places;Building a Beijing-Tianjin-Hebei ice and snow resource information service platform to promote deep synergy between the three places;Building a long-term mechanism for the coordinated supply of Beijing-Tianjin-Hebei ice-snow sports public service,aiming to sum up experience for regional sports collaborative development,for reference.更多还原
