【摘要】 公民参与是公共危机治理理论实践发展的必要条件,而公民在参与的过程中经常会出现非理性参与、沟通不畅、能力不足、积极性不高等问题。政府作为公共危机治理的主导力量,理应从保证公民理性化的参与、畅通信息沟通的渠道、提高公民的参与意识和参与能力、健全公民参与的有效激励机制来培养公民参与的积极性等方面解决问题,以促使公民与政府直接、有效沟通,增强我国公共危机治理效能。更多还原

【Abstract】 Citizen participation is necessary for the development of public crisis governance theory, and the problems of irrational participation, poor communication, insufficient ability and low enthusiasm in the process of participation are also normalized. As the leading force of public crisis governance, the government should solve problems in terms of ensuring citizens’ rational participation,smooth communication channels, improving citizens’ participation awareness and participation ability, and improving the enthusiasm of civic participation.
