【摘要】 有一段时间,经济发展与环境保护之间存在着较明显的脱节状态。环境影响货币化将环境问题与经济问题有效地统一起来,才能在经济决策中充分地考虑环境问题,能在环境决策中充分地运用经济手段[1]。以煤矿项目为例,将费用效益分析法和环境价值评估法结合起来,对项目产生的环境影响进行经济评价。结果表明:试点地煤矿的净效益现值为320 920.8万元;环境工程的效费比为7.14,反映出该煤矿环境效益良好、项目可行,并分析了效费比较大的原因,提出了相关建议,讨论了评价过程中应重点关注的问题。更多还原

【Abstract】 For a period of time,there was a clear disconnection between economic development and environmental protection. Environmental impact monetization can effectively unify environmental issues and economic issues,and can fully consider environmental problems in economic decision-making and make full use of economic means in environmental decisionmaking. Take coal mine projects as an example,combining cost-benefit analysis method with environmental value appraisal method,the economic evaluation of environmental impact was carried out. The results show that the net benefit of the coal mine is 3 209. 208 million yuan,the efficiency-cost ratio of environmental engineering is 7. 14,and the environmental benefit of the coal mine is good and the project is feasible. Finally,the reasons of bigger efficiency-cost ratio were analyzed,the relevant suggestions were put forward,and the problems that should be paid attention to in the evaluation process were discussed.更多还原
