战略性新兴产业高技能人才培养的国际比较研究

【摘要】 战略性新兴产业的发展对人才具有高度的依赖性,高技能人才是战略性新兴产业人才队伍的重要组成部分,已经得到了国际社会的普遍重视。随着经济环境的变化和产业发展的变革,发达国家对高技能人才的培养也在不断地改革和创新,包括德国提高"双元制"职业教育的吸引力、英国"高等学徒制"的完善以及美国"社区学院"的转型都是对高技能人才培养的有益实践。借鉴发达国家的经验,我国在战略性新兴产业高技能人才的培养过程中应注重专业规划和布局、推行"现代学徒制"、重视人才激励和成长体系建设等措施的实施。

【Abstract】 The development of strategic emerging industries is highly dependent on talents. The talents with high professional qualifications are an important part of the strategic emerging industries and have gained the universal attention of the international community. Along with the change of economic environment and the reform of industrial development,the developed countries are constantly reforming and innovating the cultivation of highlyskilled personnel. The effective practices in training highly skilled personnel have been carried out in many countries. For example,Germany improves the attraction of "dual system "vocational education. UK perfects its"higher apprenticeship system". America transforms the"community colleges". With the reference to the experience of developed countries,the professional planning and layout should be attached great importance during the training of highly skilled talents in the strategic emerging industries. It is still important to carry out the"modern apprenticeship system". And the talents incentive and growth system building should be emphasized.
