【摘要】 发展科技型中小企业,实施创新驱动,增强中小企业发展活力和竞争力,对我国经济发展和结构调整具有重要意义。近年来,河北省及各地市不断加大财政科技投入,创新投入方式,运用贴息补助、风险补偿、设立基金等多种投入方式支持科技型中小企业的发展。但河北省的科技型中小企业仍然面临创新能力有待加强、创业环境有待优化、融资渠道有待拓宽等问题。应采取加大财政税收支持力度、拓展直接融资渠道、完善信用担保体系和科技保险体系等支持科技型中小企业创新发展的融资对策,带动科技型中小企业走创新发展道路。更多还原

【Abstract】 It is of great significance for China’s economic development and structural adjustment to develop scientific and technological SMEs,implement innovation driving and enhance the vitality and competitiveness of SMEs. In recent years,Hebei Province and the local cities have continuously increased financial investments in science and technology,innovated their input methods such as interest subsidy,risk compensation and fund-raising to support the development of small and medium-sized technology-based enterprises. However,these SMEs in Hebei Province are still faced with many problems: their innovative capabilities need to be strengthened; the entrepreneurial environment needs to be optimized; the financing channels need to be broadened. In order to promote the innovative development of SEMs,firstly,it is necessary to increase fiscal and tax support for SMEs in science and technology. Secondly,it is important to expand direct financing channels. Thirdly,it is crucial to improve the credit guarantee system and technology insurance system. Fourthly,it is essential to innovate the financing model. Last but not least,it is vital to optimize the innovative environment.更多还原
