【摘要】 在民办教育分类管理背景下,政府需要转变职能,重新梳理公共财政扶持民办教育发展的路径和举措,制定一系列高效的差别化扶持政策。对非营利性民办教育主要实行财政补贴等直接扶持的方式,对营利性民办教育主要实行税收优惠等间接扶持的方式。对不同办学层次的民办学校,财政扶持政策也应有所差异。同时坚守教育的公益性,充分发挥学校的办学自主权,建立大数据监管模式,完善配套政策,保障财政扶持的精准有效,推动民办教育健康发展。更多还原

【Abstract】 Under the background of classified management of private education, the government needs to transform its functions,re-evaluate the paths and initiatives of private education supported by the public finance, formulate a series of effective and differentiated supportive policies, and strengthen the guidance and supervision of all forms of private education at all levels. For nonprofit private education, the method of direct support should be adopted, such as financial subsidies. For profit-oriented private education, indirect support methods such as purchasing services are mainly used.
