【摘要】 建设科学的法治建设指标体系和考评标准,把法治建设的成效作为衡量各级领导班子和领导干部工作实绩的重要内容,是党的十八届三中全会、四中全会提出的重要任务。对法治建设的评价,不仅要看立法、执法、司法、法学教育等部门所提供的数据,更重要的是看人民群众的获得感和满意度。本文建立了包括法律规范体系、法治实施体系、法治监督体系、法治保障体系、党内法规体系和法治效果体系的在内的法治评估指标体系。在问卷调研的基础上,对我国法治建设的现状和面临的问题进行了全面的诊断和考评,既指出近年来在法治建设的各个领域取得的进步,又指出在问责和社会秩序等方面存在的问题。更多还原

【Abstract】 It is an important task proposed by the Third and Fourth Plenary Sessions of the 18th CPC Central Committee that China should build a scientific index system and evaluation criteria for the rule of law and adopt the effectiveness in the improvement of the rule of law as a measure of the work performance of the leaderships and leading officials at all levels. The evaluation of the work on the rule of law not only depends on the data provided by the departments of legislation, law enforcement, judiciary and legal education, but more importantly, it depends on the people’s sense of benefit and satisfaction. This article has proposed setting up a rule of law evaluation system consisting of the sub-systems of legal norms, the implementation of the rule of law, the supervision of the rule of law, the guarantee of the rule of law, the inner-Party regulations and the effect of the rule of law. On the basis of the questionnaire survey, the author has conducted a comprehensive assessment of the status quo and problems of the rule of law in our country. The author not only shows the progress made in various fields concerning the rule of law in recent years, but also discloses that there are some problems in the areas of accountability and social order.更多还原
