【摘要】 政府机构是政府职能的载体,政府机构设置合理程度在较大程度上决定政府职能履行状况。我国政府机构改革的根本出发点和落脚点是解决社会矛盾,满足人民群众在经济、政治、文化、社会、生态文明方面不断变化的公共需求。本轮政府机构改革是在深化党和国家机构改革大框架下进行的,改革目的在于建立职责明确、依法行政的政府治理体系,其基本特征是以转变政府职能为主线,坚持"破""立"并举。深化政府机构改革,应从组织结构、组织权力、人力资源、组织文化等四个方面予以优化。更多还原

【Abstract】 Governmental agencies are the carriers of governmental functions. To a large extent, the rational degree of governmental agencies determines the performing condition of governmental functions. The fundamental starting point and the foothold of the institutional reform of our government is to solve social contradictions and to meet the public’s ever-changing needs of the people in the economic, political, cultural, social and ecological civilizations.The institutional reform of the government is carried out under the framework of deepening the reform of the Party and state institutions. The purpose of the reform is to establish a government system with clear responsibilities and law-based administration. Its basic characteristics are to take changing the governmental functions as the main line and to adhere to break old pattern and set up a new normal. Deepening the institutional reform of the government could be optimized from four aspects, namely, organizational structure, organizational power, human resources and organizational culture.更多还原
