【Abstract】 The trade protectionism carried out by Donald Trump administration has brought many challenges to the major trading partners of the United States and had a great impact on the development of international trade. Exploring the reasons for it will undoubtedly help other countries to adopt more effective countermeasures. The Two-level Games Theory gives us a new perspective of analyzing this problem.
