【摘要】 长株潭国家自主创新示范自2014年获得批准以来,启动了先行先试政策实施试点工作,把推进成果转化、税收优惠、人才引进培育、科技服务等先试政策试点作为核心工作。文章系统梳理了长株潭国家自主创新示范区政策发展与实施的历史脉络与实施现状,对不同性质的单位试点情况进行了详实调查,并在此基础上,针对国有企业股权分红激励、科技成果转化、税收优惠、人才引育、科技金融等方面提出了现存问题和发展建议。更多还原

【Abstract】 Since the approval of ChanZhutan National Demonstration in 2014,implementation of pilot policies have been initiated,focusing on promoting the transformation of achievements,tax preferences,talent introduction and cultivation,and scientific and technological services. This paper systematically describes the historical context and implementation status of the policy in Changzhutan National Demonstration Zone.The author made a detailed investigation on the policy implementation status of different units.And then the existing problems and development suggestions are put forward,pointed in equity incentive of state-owned enterprises,the transformation of scientific and technological achievements,tax incentives,talent introduction and cultivation,science and technology finance,etc.更多还原
