【摘要】 分析莆田市公共基础设施建设的现状,剖析莆田市公共基础设施建设存在的问题:城乡公共基础设施建设发展不平衡,政府对公共基础设施资金投入不足,制度配套建设步伐缓慢,公共基础设施供给主体单一。认为产生问题的原因主要在于:思想认识上存在误区,供给方式存在偏差,决策机制不够健全,管理上不甚科学。提出解决这些问题对策:统筹城乡公共基础设施建设,调整公共基础设施的财政支出结构,加强配套制度的建设,创建多元化的城乡公共基础设施供给模式。更多还原

【Abstract】 This paper analyzes the current situation of public infrastructure of Putian and finds out the existing problems such as the imbalance in the development of the construction of infrastructure, the lack of fund government has poured into this field, the slowness in the supporting system, and the singularity in the supplying system. The paper holds the view that the causes lie in the following aspects: people’s wrong awareness, differences in supplying system,unsoundness in decision-making system and unscientific management. Finally it proposes some countermeasures including planning the construction of basic infrastructure, adjusting the structure of the fiscal expenditure,strengthening the supporting system and diversifying the supplying mode of public infrastructure in urban and rural areas.更多还原
