【摘要】 随着社会治理体制的改革与创新,作为社区建设领导核心的基层党组织被要求以一种新型的面貌出现,以增强社区自治和服务功能。通过对北京市社区议事协商典型案例的分析发现,随着议事协商实践的深入,基层党组织的角色呈现为依次递进的四个阶段:高高在上型党组织、服务型党组织、支持型党组织、作为议事协商参与者的党组织。第四阶段下基层社会的新型"双层结构"不仅在社会层面形成了全新模式,而且重塑了基层党组织的新型角色,实现了基层党组织与社区治理的融合发展。更多还原

【Abstract】 With the reform and innovation of the social governance system, Party organizations at the community-level, considered as the core leading group of community construction, are required to take on a new look, so as to enhance community autonomy and service functions. Based on the analysis of typical communities in Beijing, this paper finds that with the continual practice of negotiation and consultation, the roles of community-level Party organizations have transited in four stages, from absolutely powerful Party organizations, service-oriented Party organizations, supportive Party organizations, and Party organizations as participants in negotiation and consultation procedures. In addition, the characteristics and functions of each stage are discussed, and the new "double-layer structure" of society in the fourth stage is described.This structure not only has helped promote a new model at the social level, but has reshaped the new role of community-level Party organizations, and has realized the mutual improvement of community-level Party organizations and community governance.更多还原
