【摘要】 党建与扶贫需要在基层治理实践中相互促进是十八大以来中央高层及基层的共识。基于湘西茶乡的个案研究发现,精准扶贫和基层党建之间相互嵌套所形成的治理机制蕴含着不同于既有理论的新模式。通过强化党员责任、党员干部输入以及"党支部+合作社"的基层实践策略,基层在扶贫领域形成了政党主导式扶贫,在党建领域建构了实践型党建,两者之间产生双向再生产的新型耦合秩序。相对于"国家—社会"关系范式,这种新型耦合秩序在宏观层面更契合"政党—国家"的制度环境,在微观层面更符合当前农村基层治理的日常工作实际。从农村基层治理供给侧改革的角度讲,精准扶贫与基层党建之间的新型耦合秩序为农村基层治理提供了新的治理结构,成为农村治理现代化的主要方向之一。更多还原

【Abstract】 It became a consensus both in the High level of the Chinese Communist Party and the rural grassroots that the precise poverty alleviation(PPA)and grassroots Party building(GPB)should develop mutually.Based on a case study of a Cha township in Xiangxi,we found that the interaction between the PPA and the GPB contains a new model of local governance.By the way of strengthening the responsibility of Party members,replacing Party members and cadres,agglutinating Party branch and cooperatives,Grassroots formed a Party-ed model in the field of PPA and a practical model in the GPB,which formed a new coupling governance model.Comparing with the state society approach,this new type of coupling order is more suitable for the institutional environment of the Party and state,and in line with the current daily work of rural grassroots governance.From the perspective of supply side reform in rural grassroots governance,the new coupling order,between the PPA and the GPB,provides a new governance structure for rural grassroots governance,becoming an important direction of rural governance modernization.更多还原
