村镇污水处理的适当技术与管理模式分析

【摘要】 村镇污水处理的关键是为特定区域的特定污水处理目标选择适当的技术,而最佳技术的选择对村镇污水管理机制的建立具有重要的意义。针对我国量大面广的村镇污水处理问题,以村镇污水处理技术和污水管理为研究对象,综合考虑经济可行性、环境周期性、社会可持续发展等决策行为影响因素,从可持续性视角设计了我国村镇污水处理技术的评估方案,在此基础上探寻我国污水处理的管理模式及补贴政策对村镇污水处理的传导机制,构建我国村镇污水处理的管理体系,为完善我国村镇污水处理的管理体系提供新的思路和理论支撑。

【Abstract】 The key for sewage treatment in villages and small towns is to select the best available solutions for specific sewage treatment targets in a given area,which is significant for the establishment of sewage management mechanism. In view of the large amout and wide range of the problems in China,the paper designs evaluation measures particularly for villages and small towns in China,considering influencing factors such as economic feasibility, environmental cyclicality and social sustainable development. It further explores the management mode of China’ s subsidy policy on sewage treatment in villages and small towns and the transmission mechanism of the policy,in order to construct a proper management system of wastewater treatment. This paper aims to provide new train of thought and theoretical support for improving the management system of sewage treatment in China’s villages and small towns.
