【摘要】 公共参与是一种以维护和发展公共利益为根本目标的公共行动,是国家与社会共同建构的结果,国家与社会的良性互动构成了公共参与有序化的基轴与象限,预设了公共参与有序化的实现机制。基于公共性视界考察公共参与有序化的生成机理,人的公共存在是公共参与有序化的主体棱镜,夯实交往主体的品质;公共理性是公共参与有序化的核心质素,塑造交往主体的重叠共识;公共利益是公共参与有序化的方向导航,引导规范交往主体的行为;三者形成实践合力促进公共参与的合度、合宜与合道。更多还原

【Abstract】 Public participation is a kind of public action aiming at protecting and developing the public interests,and it is the result of the joint construction of state and society. The benign interaction between state and society constitutes the basis and quadrant of public participation in order and presupposes the realizing mechanism of public participation in order. From investigating the formation mechanism of public participation in order based on the public view,public presence of people is the main body of public participation in order and has the quality of communicative subject. Public rationality is the core of the public participation in order and it builds overlapping consensus of communicative subjects. Public interest,which is the direction of public participation in order,guides and regulates the behavior of communicative subjects.
