【摘要】 我国农村公共体育服务均衡发展现状与发展目标存在一定差距.其主要原因在于均衡发展过程中过于追求物的均衡,忽略人的均衡;注重增量均衡,忽略存量均衡;注重低位均衡,忽略高位均衡;关注内部均衡,忽略外部均衡.提出:改善晋升机制,形成外部推动和内部拉动的发展动力体系;改革财政体制,提供均衡发展的财力保障;打造内外结合,倡导供需精准对接;扭转发展导向,突出内生均衡;创新治理机制,实现多元主体协同共治的农村公共体育服务均衡发展路径.更多还原

【Abstract】 There is a gap between the developing actuality and goal of domestic rural public sports service’s balanced development. The main reasons are focusing on material equilibrium but ignoring the balance of talent; focusing on incremental equilibrium,but ignoring stock equilibrium; focusing on low level equilibrium but ignoring high level equilibrium; focusing on internal balance,but ignoring external balance. Suggestions: to improve the promotion mechanism and form a development system with external motivating and internal pulling; Reform the financial mechanism,provide financial guarantee for balanced development; Build internal and external combination,advocate the accurate docking of supply and demand; Reverse the development orientation,highlight the endogenous equilibrium; innovate the governance mechanism,realize development path of a rural public sports service system with collaborative work.更多还原
