【Abstract】 The US has a long history in subsidizing undergraduates. In the history, the fairness and efficiency are in a relation of wane and wax in subsidizing undergraduates, so it is hard to have regard for both sides in choices in reality. After Clinton became the president, with the guidance of "the third way" idea, the undergraduate subsidizing has been reformed by tuition tax reduction, increasing student subsidies funding efforts, innovating repaying, etc., to find a balance point between fairness and efficiency, to ease conflicts between them.
