【摘要】 产业扶贫作为一种新型扶贫方式正在贫困地区逐步实践。发展生产脱贫一批作为"五个一批"工程的重要组成之一,逐渐从满足贫困人口的基本生存需求转变为满足人们的发展需求,以增强贫困人口的自身发展能力,变"输血式扶贫"为"造血式扶贫"。然而,在我国的产业扶贫发展过程中,产业扶贫项目进行的前期阶段、中期阶段及后期阶段都存在着许多制约瓶颈。结合社会治理所具有的强调"过程"、倡导"调和"、兼顾"多元"、注重"互动"等特征,探讨产业扶贫发展的可行性路径,对推进产业扶贫的发展具有重要意义。更多还原

【Abstract】 The industry poverty alleviation,a new means to help the poor,is being gradually practiced in povertystricken areas. To promote the production to get a batch of the poor out of poverty is one of the key components of the " five batches" projects to gradually change from satisfying the basic survival needs of the poor to meeting their needs of development,raising the poor people’ s ability for self development,and changing from the " transfusion type of poverty alleviation" to " hematopoiesis type". However,many botele-necks appear in the early stage,the intermediate stage and the later stage of the poverty alleviation projects during the process of China’s industrial poverty alleviation. By combining the features of emphasizing " process",advocating " harmony",considering " pluralism" and concerning " interaction",this paper explores the feasible path for industrial poverty alleviation,which will be a great significance for the promotion of the industrial poverty alleviation.更多还原
