【Abstract】 New Institutionalism believes that the system is a relatively stable set of rules embedded in meaningful systems and is contextual and dynamic. With the advent of knowledge economy,the university-dominated systems gradually transitioned to the binary system in Europe higher education.Modernized governance changes have taken place in the system of the universities of applied sciences. Empowerment was the characteristics of external governance. Substantive and procedural autonomy became typical features for internal governance. The European universities of applied sciences have become an important pole in the knowledge triangle,and their legitimacy has been widely recognized.更多还原
