【摘要】 我国经济进入新常态后,天然气产业供给方面的诸多问题,如生产、储运、价格、体制、监管等困扰着天然气产业发展,天然气产业迫切需要市场化改革。文章从天然气产业的"短板"着手,解析天然气产业市场化改革的路径,解决生产和储运环节的垄断经营,放宽准入,适时引入竞争;建立交易中心,让市场决定价格和供需;完善法律规制体系,建立现代化天然气市场体系,优化资源配置,使天然气产业走向有序、有利的竞争性市场。更多还原

【Abstract】 With China’s economy entering the new normal, many problems in the supply of natural gas industry, such as production, storage, transportation, price, system, supervision and so on, have plagued the development of natural gas industry. So we need market-oriented reform urgently. Starting with the"short board"of natural gas industry, this paper analyzes the path of marketization reform of natural gas industry to solve the monopolistic operation of production and storage and transportation links,to introduce competition timely byrelaxing the access,to establish the trading center so that the market determines price,supply and demand,to perfect the legal regulation system and establish modern market system of natural gas, and to optimize the allocation of resources for natural gas industry to move towards an orderly competitive market.更多还原
