【摘要】 当前我国经济发展模式正经历从"高速增长"向"高质量增长"转变的关键时期,国家及地方层面提出通过推进多规融合,编制统一的空间规划,提升政府对各类空间要素的综合统筹与精准配置能力。本文以广州从化"四规合一"为例,通过协调各项规划存在的"四个差异",建立统一发展目标、发展格局、规划标准、空间布局,实现各项规划的"四个融合";为保障规划实施,提出构建统一的信息平台及管理机制,实现保障规划实施的"两个统一",为多规融合规划的编制思路、方法、实施路径方面做了先导性研究与实践。更多还原

【Abstract】 Currently, China’s economic development model is experiencing a critical period from "high speed growth" to "high quality growth". The national and local administrations put forward a unified spatial planning by promoting multi-disciplinary integration, and improving the government’s comprehensive planning and precise allocation of various spatial resources. Taking the "Four-Planning Integration" in Conghua of Guangzhou as an example, by coordinating the "Four Differences" in various plans, the paper establishes the unified development target, the development pattern, the planning standard and the spatial layout, realizes the "Four Integration" of the various plans, and puts forward the information platform and management mechanism for the implementation of the unified planning. To ensure the "Two Unifications" of the implementation and the planning, this paper makes a pilot study and practice on the compilation ideas, methods and Implementation paths of the multi-planning integration.更多还原
