【摘要】 在公路工程项目的招投标环节,不平衡报价问题较为突出,对公路项目后期的建设造成诸多麻烦。针对公路项目的不平衡报价问题,首先介绍了不平衡报价的概念,并从工程量测量难度、设计变更和资金回收等三个方面概述了不平衡报价的具体表现内容。然后,从建设单位和施工单位角度,分析了不平衡报价的影响。最后,结合建设单位预算单价调整投标人的单项工程报价;施工单位的不平衡报价的识别与调整;建设单位加强设计管理,避免工程变更现象发生等方面,确定不平衡报价的应对措施。更多还原

【Abstract】 In the bidding process of highway engineering projects, the problem of unbalanced quotation is more prominent, causing many troubles for the construction of the highway project in the later stage. In view of the unbalanced quotation of highway projects, the concept of unbalanced quotation was introduced firstly, and the main reasons for the unbalanced quotation were summarized from three aspects: engineering quantity measurement difficulty, design change and capital recovery. Then, from the perspective of construction units and construction units, the impact of unbalanced quotations is analyzed. Finally, the unit price of the bidder is adjusted from the unit price of the construction unit; the identification and adjustment of the unbalanced quotation of the construction unit; the construction unit strengthens the design management, avoids the occurrence of engineering changes, and determines the countermeasures for the unbalanced quotation.更多还原
