【摘要】 为使人民获得感、幸福感、安全感更加充实、更有保障、更可持续,文章探索了城市综合安全体系的构建策略与重点内容。根据城市综合安全体系综合性、全方位、长期性工作的特点,提出着眼大安全观、关注民生、注重时效的核心目标,构建以综合应急协同平台为核心、综合韧性空间与智慧应急系统为基础支撑的"高效能数字孪生"城市综合安全体系,形成空间模式、理念技术的协同创新。在综合分析当前各项法规、规范要求的基础上,指出应强化综合安全体系的耦合关系,加强智慧应急系统建设,重点强化城市综合安全快速"应激反应"能力。更多还原

【Abstract】 In accordance with the requirements of making people feel more fulfilled,more secure and more sustainable,this paper explores the strategies and key contents of building a comprehensive urban security system.Fortheworkhas the characteristics of comprehensive,omnidirectional and long-term,author emphasizestheimportanceof overall security concept,livelihood issues aswellas efficiency.With the aim to build a "High Efficiency Digital Twin" Urban Comprehensive Security System,we should construct the system with integrated emergency coordination platform as the core and integrated resilience space and intelligent emergency system as the basis,at the same time focus on the innovation of spatial patterns,concepts and technologies.On the basis of comprehensive analysis of current laws and regulations,author proposes in order to strengthening the urban rapid "stress response" ability,we have to promote the coupling level of comprehensive security system,and accelerate the construction of intelligent emergency systems.更多还原
