【摘要】 "一带一路"倡议旨在推动区域一体化和完善全球经济治理,境外产业园区是落实这一倡议的重要构件。受到顶层设计缺失、发展定位模糊、园区布局失衡等因素影响,境外产业园区建设存在偏离"一带一路"倡议的倾向。应以顶层设计明确发展方向,战略对接夯实发展基础,依托经济走廊优化园区布局,围绕关键区域明确发展重点,借助合作机制拓展发展空间。唯有如此,才能实现境外产业园区对"一带一路"建设的战略支撑。随着境外产业园区沿线布局的扩展,人民币国际化步伐会不断加速,区域经济增长极会快速形成,"一带一路"经济区会趋于成熟,最终将实现中国陆海联动、东西互济的全方位开放格局。更多还原

【Abstract】 The belt and road is to promote regional integration and improve the global economic governance, the overseas industrial park is an important component to implement this initiative. Influenced by the lack of top-level design, fuzzy positioning of development, the imbalance of the layout of the park and other factors, there is a tendency to deviate from the belt and road initiative on the construction of the overseas industrial park. Therefore, we should make clear the direction of development with top-level design, consolidate the development base with strategic docking, rely on economic corridors to optimize the layout of the park, focus on key areas and make clear development priorities, expand the development space by cooperation mechanism. Only in this way, we can achieve the overseas industrial park strategic support for the belt and road. With the expansion of overseas industrial parks along, the pace of internationalization of RMB will continue to accelerate, regional economic growth pole will form rapidly, the belt and road economic zone will become mature, finally, we will build something other land-sea linkage, the pattern of all-round opening up.更多还原
