【摘要】 实施创新驱动发展战略是党的十八大提出的重大战略,由此从政策上进行了系列设计与推动,取得了一定成效。但不管在理论上还是实践中都存在着需要解决的问题,即国家创新驱动发展战略的区域含义。对每个区域而言,因为区域特质不同,相应的创新驱动发展战略的含义、目标、推进重点、政府政策等是不同的,如何根据中央提出的创新驱动发展战略的要求,正确解读每个区域的含义与制定相应政策是需要探讨的重要课题。本文以河北省为例,从分析区域特质、面临的特殊矛盾出发,提出了基于区域特质的创新驱动发展目标、路径以及相应对策。更多还原

【Abstract】 Implementing innovation-driven development strategies is an important strategy put forward at the18 th CPC National Congress, and thus a series of policy designs and promotion have been carried out, which hasachieved some results. However, there is a problem needing solutions both theoretically and practically—regionalimplications of national innovation-driven development strategies. As regional characteristics vary from region to region, implications, objectives, promotion priorities, government policies and so on of the corresponding innovation-driven development strategies vary from region to region, and how to correctly interpret implications of each regionand formulate corresponding policies according to the requirements of innovation-driven development strategies putforward by the Party Central Committee is an important issue needing to be explored. This paper, a case study of Hebei Province, starts from an analysis of regional characteristics and their special contradictions, and puts forward innovation-driven development objectives, paths and corresponding countermeasures based on regional characteristics.更多还原
