【摘要】 浙江自贸试验区是我国唯一的以推动大宗商品贸易自由化为主要任务、以自由贸易港区先行区为发展目标的群岛型自贸试验区,决定其能否成功的关键因素之一是解决如何构建完善的事中事后监管体系的难题。本文在总结国内已有的自贸试验区在事中事后监管方面探索成果的基础上,对比分析了浙江自贸试验区在事中事后监管方面存在的差距和不足;并结合浙江自贸试验区的特点,从构建多元参与监管体系、建立职责清晰监管体制、健全系统高效监管手段等方面,提出了完善浙江自贸试验区事中事后监管体系的具体措施。更多还原

【Abstract】 Zhejiang pilot free trade zone is the only archipelago pilot free trade zone in China with the main task of promoting trade liberalization in bulk commodities and the development target of the first area of free trade port zone, and its success relies on the construction of suitable regulation system in process and afterwards. In this paper, the developments of regulation system in process and afterwards in the existing domestic pilot free trade zones are summarized and used for comparison with analysis on the regulation in process and afterwards in Zhejiang pilot free trade zone. Considering the characteristics of Zhejiang pilot free trade zone, the concrete measures for the improvement of the regulation in process and afterwards in Zhejiang pilot free trade zone are advanced, covering the aspects of building a diversified regulatory system so as to establish a clear duty regulatory system as well as to perfect a systematic and efficient regulatory means.更多还原
