【摘要】 为助推海洋强国战略,加快我国海洋信息化建设,实施智慧海洋工程是顺势而为,也是必要措施。本文在介绍智慧海洋发展背景的基础上,提出了智慧海洋的内涵,分析总结了国内外海洋信息化发展现状及我国当前存在的不足,阐述了智慧海洋发展构想与总体框架,并从完善体制机制、数据获取与共享服务、关键技术及标准等方面,对智慧海洋的发展提出建议。更多还原

【Abstract】 In order to promote the maritime power strategy and accelerate the process of China’s marine informatization, the implementation of the Smart Ocean is essential and meets the general development trend. On the basis of background introduction, this paper expounds the conception of the Smart Ocean, and analyzes the status of marine informatization development at home and abroad, describes the conception and framework of the Smart Ocean in China. Finally, suggestions on the future development of the Smart Ocean are put forward, including institutional construction and improvement, data accessing and sharing, key technologies and standards, and so on.更多还原
