大气固定源排放控制状况评估方法设计研究

【摘要】 基于大气固定源污染物排放连续监测数据,从满足排污许可证关于排放浓度限值和排污许可量管理要求的角度,提出了大气固定源排放控制状况评估方法设计框架,包括污染物连续达标排放判定依据和最优排放控制量核查技术,并基于案例城市火电、钢铁行业企业大气固定源排放数据对上述大气固定源排放管理绩效评估方法进行实证分析,以期为落实《排污许可证管理暂行办法》要求及行业、企业大气固定源排污许可证的编制提供技术指导和参考。

【Abstract】 According to the basic ideas and objectives of the compliance management of atmospheric stationary sources,on the basis of the continuous monitoring data of the air stationary source pollutants emission,from the perspective of meeting the requirements of emission concentration limits regulated in the emission permits and the emission allowable capacity management,a design framework of evaluating the status of air stationary source emission control was proposed, with the judging basis of continuous pollutant emission compliance and the verification technology of the best available emission control quantity. Then,based on the data of air stationary source emission of the coal-fired power plants and the iron and steel industries of the study cities,empirical analysis was carried out towards the performance evaluation method of the above-mentioned air stationary source emission management,providing technical guidance and reference for enforcement of the technical requirements of atmospheric stationary source emission permit management and setup of the air stationary source emission permits for industries and enterprises.
