【摘要】 我国现阶段已经形成四大移民潮。改革开放以来,从农村向城镇转移的农民工总量增长出现减速趋势,拖欠工资、不依法签订劳动合同、缺少同城待遇等问题仍然存在。扶贫、生态、避灾搬迁与水库移民的规模不断扩大,资金、后续扶持、城镇化等困难必须重视。自费留学生、富人已经成为从国内向国外移民的主要成分,应采取全面改善大中学校教育、切实保护私有财产等应对之策。我国正在成为越来越具有吸引力的移民目的国,从国外向国内的务工移民、专家移民总量持续增长,"黑户籍"人士明显增多。建议研究制定移民法与相关政策,吸引人才与资金,规范与推进各种移民问题的解决。更多还原

【Abstract】 China has formed four types of migration tide.To begin with,since the reform and opening up,the total number of migrant workers moving from countryside to cities has declined and the problems of arrears wages,no contracts of labor and lacking of equal treatment still exist.Secondly,the number of migrants of supporting the poor,ecological protection,relocation due to disasters and reservoir building is increasing,which leads to the problems of capital,follow-up support and urbanization.Thirdly,many students going to study abroad at their own expense and the rich want to return from foreign countries to China,which calls attention to the issues of improving education and protecting private properties.Finally,China catches the eye of the overseas citizens to become immigrants,which results in increasing number of illegal immigrants.Therefore,the paper proposes that Immigration Law and relevant policies should be made to attract various talents and investment.更多还原
