【摘要】 党的十九大报告强调,走群众路线、服务群众是中国共产党的宝贵经验、优良传统和政治优势,党的干部承担着密切联系群众的使命。科学、长效的干群关系工作机制,可以充分发挥干部"以上率下、以知促行、以行促知"作用,实现为民行权、为民谋利的执政理念诉求。鉴于新时代干群关系出现的新情况、新问题,研究机制内生与外显的规定性、全局性、稳定性、根本性等属性,建立新时代密切干群关系的长效机制,可以更好地促进和谐干群关系,可以提高党的群众工作实效性,从而彰显党以人民为中心的执政初心与定力。更多还原

【Abstract】 Taking the mass line and serving the masses is the valuable experience,fine tradition and political advantage of the Communist Party of China,which is stressed in the report of the 19 th Party Congress.The party cardres shoulder the responsibility of communicating the masses.The working mechanism of scientific and effective relationship between cadres and masses can give full play to the function of"discipline from top to bottom,promoting action with knowledge,and promoting knowledge with action",which can realize the ruling idea for the people’s right and benefit.In view of the new era and new problems of the relationship between the cadres and the masses,studying the inherent and explicit nature of the mechanism,such as the regulation,the overall stability,the fundamental nature and so on,and establishing a long-term mechanism of close relationship between cadres and masses can better promote the harmonious relationship between cadres and masses,and improve the effectiveness of the mass work of the party,thus highlighting the party’s ruling heart and force centered on the people.更多还原
