【摘要】 文章在广义Aigner-Chu的结构下,采用参数内生方向向量距离函数,对绿色经济效率进行测度,并构建包括省级环境规制、财政分权等变量的面板数据,采用固定效应模型考察了三者之间的关系。研究结果表明:环境规制长期对绿色经济效率有显著的促进作用,加强环境规制一定程度上可以使经济与环境达到"双赢";财政分权对绿色经济效率的提高具有阻障作用,但效果并不明显,可通过环境规制对绿色经济效率产生促进作用;经济发展水平与绿色经济效率之间存在倒"U"型的环境库兹涅茨曲线关系,拐点出现在人均GDP达到5万元以后。研究的政策含义为:应加强环境规制强度,提高地区的财政自足能力,保障有更多的财力投入到环境治理中去,进而促进地区的绿色经济效率。更多还原

【Abstract】 The paper,based on the structure of generalized Aigner-Chu and using the parameter endogenous direction vectordistance function,measures the green economic efficiency,builds the panel data including provincial environmental regula-tion and fiscal decentralization,fiscal decentralization and other variables,and applies the fixed effect model to investigatethe relationship between them. The study results indicate: Environmental regulation has a significant role in promoting greeneconomic efficiency for a long time,and strengthening environmental regulation to a certain extent can make the economy andthe environment achieve a "win-win" situation. Fiscal decentralization has a blocking effect on improving green economic effi-ciency but the effect is not obvious,and environmental regulation plays a positive role in promoting green economic efficien-cy;There is an inverted "U" type of environmental Kuznets curve relationship between economic development level and greeneconomic efficiency,and the inflection point appears after the per capita GDP reaching 50 thousand yuan. The policy implica-tion of this study is that: China should strengthen the intensity of environmental regulation and improve regional fiscal self-suf-ficiency in order to invest more money in environmental governance,and then promote regional green economic efficiency.更多还原
