基于静态安全域的电网投资可靠性评价
Reliability Evaluation of Transmission Network Investment Based on Steady-state Security Region in Market Environment
【摘要】 市场环境下为了确保电网投资的有效性以及更好地应对监管机构的要求,电网规划阶段的电网投资可靠性评价作为合理成本认定的重要部分。与以往可靠性评价方法相比,文章从静态安全域的角度出发,给出了包括正常状态及N-1状态下因负荷波动系统不安全概率、发电机故障下失负荷概率和电力不足期望在内的系统安全性整体评价方法,以及基于静态安全距离下反映系统最脆弱支路的系统安全性局部评价方法,并给出了计及成本的可靠性综合评价方法。最后算例验证了该方法对规划方案筛选和可靠性提升量化评估方面的有效性。
【Abstract】 In order to ensure the effectiveness of the transmission network investment in the market environment and respond to the requirements of the regulatory authorities better,the reliability evaluation of the transmission network investment will be particularly important in the stage of grid expansion, which as a part of the recognition of reasonable costs. Compared with the traditional reliability evaluation method, this paper uses the advantages of steady-state security region and gives the overall security evaluation of the system from the perspective of steady-state security region, including the system’s unsafe probability under the load fluctuation in normal state or N-1 state, the probability of loss of load and electricity shortage expectations under generator fault. And the local evaluation method is given based on the steady-state security region distances which reflect the most fragile branch. And a comprehensive reliability evaluation method is also given considering cost. Finally, a study case shows the effectiveness of the proposed method in the screening of planning alternatives and the evaluation of investment in reliability enhancement.
