地震卫星通信现状与解决方案探讨

【摘要】 阐述了中国地震局卫星通信系统的基本情况,以及面临的诸多问题与挑战。提出借助社会资源力量解决地震通信发展的战略思想,建议地震行业应抓住机遇,转变观念,从"买装备"向"买服务"转变;同时应构建多模互通平台,适时改革目前地震卫星系统的发展建设与运行维护模式;积极参与国家卫星技术发展项目,拓展政府部门与企业间的合作,探索地震卫星通信融合发展机制,争取卫星通信在防震减灾、应急救援方面发挥新的作用。

【Abstract】 This paper presents the basic situation of the satellite communication system in CEA(China Earthquake Administration) along with the problems and challenges it is facing. This study puts forward the strategic thoughts of solving the development of seismic communication with the help of social resources. It is suggested that the earthquake industry should seize the opportunity, change the concept from "buying equipment" to "buying service". At the same time, we should build multi-mode inter-operability platform so as to reform timely the current development, construction and maintenance mode of seismic satellite system. We should participate actively in the national satellite technology development project, expand the cooperation between government departments and enterprises, and explore the development mechanism of seismic satellite communication fusion so that the satellite communication will play a new role in earthquake prevention, disaster relief and emergency rescue.
