口岸防御生物与化学恐怖的技术挑战与对策

【摘要】 为防御生物与化学恐怖袭击,口岸必须建立综合、多层次、网络化系统,对袭击进行快速、高效的检测、确认和响应。本文通过分析生物与化学恐怖因子的特点,找出防控生物与化学恐怖袭击过程中的主要技术难点,发掘口岸应对生物与化学恐怖袭击的策略,发现口岸生物与化学反恐的侦检资源须在口岸现场与实验室之间梯次配置,并在随时跟进国内外生化反恐技术进步的过程中逐步完善。

【Abstract】 In order to defense biological and chemical terror attacks,a comprehensive,multi-level and network-centric system must be established which could help to detect,confirm and respond to biological and chemical attacks quickly and effectively at frontier ports. Based on the analysis of the characteristics of biological and chemical terror agents,this paper identified the main technical challenges in the response of biological and chemical terror agents,and summarized the anti-biological/chemical terror attacks strategies at frontier ports. For anti-terror of biological and chemical,it is suggested that detection resources shoud be allocated between the on-site and the laboratory, and be improved continually by following the progress of domestic and international technology.
