环境规制对碳排放影响的实证研究——基于扩展STIRPAT模型
An Empirical Study on the Impact of Environmental Regulation on Carbon Emissions——Based on Extend STIRPAT Model
【摘要】 本文选择2001~2016年中国省级面板数据为样本,计算了狭义和广义的环境规制强度,并基于SYS-GMM方法从狭义和广义两个视角实证分析了环境规制对碳排放的影响。结果表明:考察期内,虽然狭义环境规制强度整体呈现下降趋势,但广义环境规制强度提升显著;整体而言,狭义和广义环境规制对碳排放的影响为先促进后抑制的倒U型关系,现阶段的"倒逼减排"效应更加明显,中国的环境规制能够有效抑制碳排放;东部和中部地区狭义和广义环境规制都呈现出显著的"倒逼减排"效应,但西部地区只有狭义环境规制存在"倒逼减排"效应,广义环境规制并不存在。最后针对本文结论提出了相关的政策建议。
【Abstract】 In this paper,China’s 2001~ 2016 year provincial panel data is selected as samples to calculate the environmental regulation intensity in a narrow and broad sense,and the impact of environmental regulation on carbon emissions is empirically analyzed from two perspectives of narrow and broad sense based on the SYS-GMM. The results show that: Although the intensity of narrow environmental regulation has a downward trend,the intensity of general environmental regulation has been improved significantly. On the whole,the impact of environmental regulation on carbon emissions is an inverted U-type relationship,the effect of "forced emission reduction" is more obvious now,and China’ s environmental regulation can effectively suppress carbon emissions. In the eastern and central regions,the narrow and generalized environmental regulations all show a significant downward emissions effect. However,in the western region,there is a "forced emission reduction" effect in narrow sense environmental regulation,while generalized environmental regulation does not exist. At the end of this paper,some advisable suggestions for this articles research result are offered.
