【摘要】 目的围绕公共卫生事件监测预警的情报需求,梳理公共卫生事件的情报筛选机制。方法将文献分析及例证法情报学相关理论应用于公共卫生领域,提炼核心指标,简化风险评估结构化思维,进而建立情报筛选机制。结果该机制运转包含情报收集、预估、分析、报告产出和情报指挥五个层级,层级间配合紧密灵活,强化指挥全局指导功能。该机制工作内容含情报源建立与评价、情报预评估、情报筛选分析、情报转化分析和情报数据库的建立,在情报流转过程中分级嵌入质量控制,据此初步构建公共卫生事件风险评估情报筛选机制的框架。结论该机制实现了筛选和甄别公共卫生事件价值情报的目的,其应用不仅可以提高公共卫生事件价值情报的应用效率,且有助于保障卫生部门的情报需求。更多还原

【Abstract】 Objective To analyze the information screening mechanism for public health events around the information needs of public health monitoring and warning. Methods The relevant theories of information science to the field of public health were applied by using the method of literature analysis and illustration for abstracting the core index,simplifying the structured thinking of risk assessment and establishing the mechanism of information screening. Results The mechanism was consisted of five layers such as information collection,forecast,analysis,report output and intelligence command. The cooperation between layers was tight and flexible. The work of the mechanism included the establishment and evaluation of intelligence sources,pre-assessment of intelligence,intelligence screening analysis,intelligence transformation analysis and establishment of intelligence databases. The quality control was carried out in the process of intelligence transfer,the mechanism constructed the preliminary framework of the information screening mechanism of public health events. Conclusion The mechanism achieves the purpose of screening and discriminating the value information of public health events. Its application can not only improve the application efficiency of value information of public health events,but also help to ensure the information needs of the health sector.更多还原
