【摘要】 目的以某少数民族自治州艾滋病防治综合监测为例,探索和总结在经济社会发展相对落后的少数民族地区开展政府向社会组织购买公共卫生服务的模式与经验,为其他同类地区有效开展公共卫生服务提供借鉴。方法采用描述法研究某少数民族自治州政府向社会组织购买艾滋病综合监测的必要性、购买内容、购买方式和特点。结果少数民族地区政府应该向熟悉本地区公共卫生服务实际情况的社会组织购买服务,并及时向其提供必要的协助,避免人、财、物力的浪费。社会组织应注重培养少数民族地区公共卫生服务领域的人力资源,相关领域的服务在时机成熟时应交由其自行解决,并适时拓展新的购买领域。结论少数民族地区政府向社会组织购买其提供的质量和资源配置效率不高的公共卫生服务,既可以培养公共卫生服务相关领域的人才,又可以节约行政成本,提高资源配置效率,实现公共卫生事业的可持续、良性发展。更多还原

【Abstract】 Objective Taking AIDS comprehensive monitoring in a prefecture as an example,to explore the patterns and experiences of the governmental purchasing public health services from social organizations in the relatively backward ethnic minority regions and provide references for the effective public health services in other regions. Methods Descriptive method were applied to study the necessity,contents,ways,and characters of a prefecture government purchase service for AIDS comprehensive monitoring. Results The government in minority regions should purchase services to the social organizations that familiar with the local situation,provide the necessary assistance and avoid the waste of people,money,and material resources. Social organizations should pay attention to the training of human resources for public health services in minority regions,and develop new areas timely. Conclusion The government purchasing public health services in minority regions had low quality and resource allocation efficiency. The government in minority regions purchased public health services to the social organization that can cultivate talents,save administrative costs,improve the efficiency of resource allocation,and achieve the sustainable development for public health.更多还原
